The rank of Commandeur (Commander) is the third degree of the order and is awarded to individuals who have made exceptional contributions to French society, culture, or the nation. Recipients wear the insignia, which is generally a neck cross, with the addition of a larger rosette on the ribbon. The specific medal mentioned is the Commandeur rank awarded during the Post WWII-Fourth/Fifth French Republic period. While the Legion of Honor has various historical versions, the post-1870 issue was awarded during both World War I and World War II, continuing into the subsequent republics.
